For promoting sea fishing in the State, the Department has implemented the following extension and development programmes:

Orissa Marine Fishing Regulation Act. (OMFRA): - Under the OMFRA, the Department collects revenue in issuing license to sea-going gill netters, trawlers and deep sea vessels as well as prohibiting unauthorized fishing and restricting poaching of mother prawn. The Department also protect the endangered species like Olive Ridley Sea Turtles under OMFRA. During the year 2003-04, Rs. 21.16 lakhs has been collected as revenue from the above heads.
Welfare Programmes:

Motorization of Traditional Crafts :- For the benefit of marine fishermen of the State subsidy has been provided to the fishermen for installation of outboard and inboard engines in their traditional country crafts. During the year 2003-04, 717 traditional crafts have been motorized and Rs. 64.00 lakhs have been sanctioned as subsidy to 586 beneficiaries under this scheme.

Saving-cum-Relief Fund:- To help the fishermen during lean season financial assistance of Rs. 600.00 have been provided to each of the Marine Fishermen and Rs.450.00 to the fishermen of Inland Sector by the State Government and Government of India for operating savings account in the post Office. One thousand seven hundred and thirty one fishermen have been benefited under the scheme during the year 2003-04.

Accident Insurance:- This programme is meant for providing financial assistance of Rs 50,000/- and Rs. 25,000/- in case of death and invalidity due to accident respectively to fishermen registered under the scheme. During 2003-04, 1,20,000 nos. of fishermen have been covered.
