Preliminary Draft Proposal on Comprehensive Fishery Policy for Orissa State
The State of Orissa is traditionally well known for its rich fisheries resources and aquaculture practices. Being pioneer in many of the technological advancements related to fisheries and aquaculture development of the country, Orissa remained in the door step of industrial progress in the sector in spite of having the vast untapped resources covering a broad spectrum of ecosystem like rivers, reservoirs, ponds, tanks and wet lands of immense importance for enhancing the productivity, generating employment and providing nutritional security for the rural Orissa. Proper strategies, policy frame works and guidelines for implementation of the desired programmes is very much needed with concerted effort of the various sate holders of the sector. The present draft on comprehensive fishery policy for Orissa State is preliminary only which needs further revision and modification to fit into the legal aspects and implementation strategy by the state.

ISSUES ON QUALITY FISH SEED
Hatchery Accreditation and Seed Certification:
State to formulate/implement a fish seed certification norms based on the guidelines likely to be issued by Govt. of India.
1) Fish seed producers/hatchery owners in the state are required to be duly registered in the event of following conditions

Production capacity beyond 1 million spawn/year
-
Fry rearing capacity of more than 1 million spawn
Coming under the ambit of other regulatory rules mentioned in the form of registration and should bound by the legal provisions to discourage defaulters or violators of hatchery breeding code of conduct
2) District level fisheries officials will be designated authorized officers for enforcing registration
3) Training should be arranged by the state for the hatchery managers in quality seed production by the state (capacity over 10 million)
4) Fish seed produced from the registered units will enjoy the right to free movement within the state
5) Inter state movement of fish seed should necessarily require additional clearance from the authority based on the application to that effect by the registered hatcheries only
6) Director of Fisheries will be the appealate authority or of a similar status as decided by the Govt. of Orissa for dispute settlement, if any
7) National Research Laboratories will act as referral bodies for applet authority seeking clarifications, if any.

Provision of fish health monitoring

Declaration on avoidance of any un-ethical hybridization

Scope for safe disposal of farm/hatchery wastewater
9 a) Seed Transport

Exemption on octrai and sales tax

Power of arbitration vested on National institutes (Farmer vs. State, State vs. State)
b) Fish Feed
-
All fish feed mills of the state to be registered with the Department of Fisheries of any other body authorised by the state
-
Date of manufacture and expiry should be printed on the label
-
Composition of the feed should be cleanly specified on the label
-
Feed should not contain any banned drugs (antibiotics/steroids)
-
The feed should be exempted from the sales tax for enabling the farmer increasing the fish production
-
Quality of the ingredients used should be certified by recognized lab.
c) Non-conventional Aquaculture
-
Water logged areas to be developed for fish production through aquaculture
-
Paddy fields where controlled irrigation is possible should be stocked with fish/prawn seed
-
Burrow pits alongside Highway/Rly tracks to be brought under fold of pisciculture
-
Integration of pisciculture with location specific agricultural / horticultural / live stock / forestry / selviculture / sericulture activities
-
Utilization of domestic sewage for fish production should be encouraged wherever possible following the technology by CIFA, so that the affluent that is discharged to river or stream
d) Reservoir Fisheries
-
All open water bodies MIP/Kata/Irr tank/Perculation tanks/Reservoirs to be brought under the fold of culture based capture fisheries.

Stocking of reservoirs should be made as per the recommendations of IIM/CIFRI
-
Total ban on stocking of exotic carps
-
Strict conservation measures to be followed as per the norms of the Biodiversity acts
-
Observance of regulation on fishing, including net and mesh size or less, as per OSRFP 2004 (……………..)
-
Mandatory provision of one hatchery of required capacity adjacent to a reservoir or for a few adjacent reservoirs
-
Provision on basic infrastructure viz., ice/boat/net/road/captive NT/cages/fish landing shed etc.
-
Provision of Ice plant, coldstorage, etc. and transport facility should be promoted by the state
-
State should organize marketing channel and establish linkages
e) Development of Riverine Fishery
-
Breeding and seed production of riverine species and river ranching by the state
-
Observance of closed season (15 June – 15 August) and development of alternative means for livelihood of fishermen
-
Control measures for riverine pollution (domestic / industrial) with special reference to aquatic biodiversity
-
Shallow pools adjacent to rivers to be protected as sanctuary
-
Total ban of an introduction/transplantation of exotic species (dynamite, explosive, poisons, zero mesh nets)
-
Restriction of fishing by destructive methods
-
Proper policy for maintaining minimum environmental flow in rivers
-
Need for collaborative efforts through stake holders to improve and protect the habitat which otherwise adversely affect fishery and biodiversity wherever possible
f) Health and Disease Monitoring of Fish and Shellfish

Establishment of disease diagnosis, control and monitoring centres at district level
-
Promotion of Aqualabs / Aquaclubs / Aquashops through adequate support system

Monitoring of key events of epidemic diseases by Headquarters and measures trails control in collaboration of National Institute as referral lab
g) Observance of responsible code of conduct as per the guidelines of FAO & Govt. of India
h) Environmental impact assessment studies to be conducted before any mega project cleared by the state (individual / regional basis)
i) Establishment of Database

Building accurate/dependable uptodate database

Enhancing e-connectivity to the District/Block level to check and monitor the programme

Computerization of District level offices for efficient record keeping and updating of information

Accession and dissemination of information from the headquarter level to National Institute / organization with internet
j) Human Resource Development
i) Updating the technical skill and of the FEO’s through information/developments of the state to all the FEO’s of the state through
ii) All the district level functionaries to be exposed to most of the relevant developments in other advanced states, phasewise
iii) Headquarter level/zonal level officials are to be exposed to the HRD programme (National/International) related to policy formulation and prioritization, project formulation of the R&D activities including management
